The Legacy

ReCo was founded in 1997 by Gary Norton with a clear and specific mission: transform revenue collection for U.S. county and city governments. Starting as Norton Technology and operating under the ReCo Cashiering brand, Gary spent two decades building a platform trusted by some of the largest and most credible government entities in the country, from Allegheny County, PA to Honolulu County, HI.
When 100GROUP acquired ReCo in 2022, Jeff Brodsly brought the same approach that drove Kennel Connection’s transformation: deep operational engagement, a fresh technology roadmap, and a commitment to doing right by the clients who had trusted the platform for years. Gary Norton remains President, and his institutional knowledge of municipal operations continues to guide the platform’s direction alongside 100GROUP’s FinTech infrastructure.

Since the acquisition, 100GROUP has expanded ReCo’s development team, launched ReCo Anywhere as a cloud-first complement to the legacy cashiering platform, completed the strategic acquisition of EZ SecurePay, and extended the platform’s reach into higher education. Hands-on client visits to Ohio municipalities by the ReCo leadership team reflect the same service-first philosophy that defines every company under the 100GROUP umbrella.

A comprehensive over-the-counter revenue management system serving municipal cashiers for nearly 30 years. Handles all payment types, real-time posting, built-in credit card processing, check scanning, document imaging, and simplified financial reporting. Operates standalone or fully integrated with back-office systems.
ReCo Anywhere
A cloud-first online payment solution built for municipalities that need modern, flexible infrastructure without replacing existing systems. Connects via APIs, query strings, or secure file transfers to ERP and back-office platforms. Supports utilities, taxes, licenses, fees, and more across every revenue-generating department.
ReCo Anywhere V2
A reimagined user interface, enhanced bill search and parcel views, a new transaction history feature for payers, improved multi-account management, and faster access to account information across all devices. V2 is designed to make government payments faster and more intuitive for staff and constituents alike.

100GROUP handles processing directly. Credit card, debit, ACH, and eCheck transactions are managed in-house, with built-in fee options to apply automated surcharges and offset processing costs.

A Strategic Acquisition
ReCo Anywhere V2 is a better platform in part because of what was built before it, and what was learned from bringing another proven solution into the fold.
EZ SecurePay was an online payment platform serving municipalities, acquired by ReCo from F&E Payment Pros in early 2023. Rather than operating it as a parallel product, ReCo took a more deliberate approach: the team spent months in planning and development, extracting its strongest capabilities and integrating them directly into the ReCo Anywhere infrastructure.
The acquisition meaningfully expanded ReCo’s online payment foundation and contributed to the broader evolution of the platform. Existing EZ SecurePay clients were migrated to ReCo Anywhere, and the combined capabilities are now available to the full ReCo client base.
